Manual implementation can be valid
A developer can download the official files, add theme or block integrations, select language and maintain tests without a commercial plugin. That can suit a tightly controlled custom storefront with an ongoing engineering owner.
The maintenance cost is the real comparison
Count classic and block templates, multilingual routing, settings, accessibility, theme updates, evidence and rollback—not only the first image tag. Bespoke code becomes a small internal product that needs an owner and compatibility testing.
What Notice27 changes
Notice27 packages supplied language assets, WooCommerce placements, settings, diagnostics and a repeatable update path. It keeps artwork on the store and avoids shopper or order processing. The merchant still chooses placements, verifies output and obtains appropriate advice.
The fair decision is operational: compare the plugin price and network boundary with the cost of building and maintaining equivalent controls. Neither route converts implementation into guaranteed legal compliance.
Also compare failure ownership. With manual code, the store team diagnoses theme hooks and asset updates. With a plugin, the vendor maintains the shared integration while the store still owns compatibility testing for its theme and extensions. Neither option removes the need for rollback.
Compare like with like
A fair manual estimate includes acquiring and preserving the official files, mapping 24 supplied languages, exposing safe settings, integrating classic and Block surfaces, handling theme variation, documenting unsupported routes, writing regression tests and maintaining a rollback. If the manual plan is only an image tag on one product template, it is not equivalent to the reviewed plugin workflow.
A fair plugin assessment also includes staging, theme-specific verification and vendor dependency. Stable Notice27 1.2 provides the packaged assets, compact/full/off presentation modes and supported placement paths but no licence server, trial, portal or automatic updater. A practical decision table
Choose manual implementation when the store already has an engineering owner, a stable custom theme, a narrow language set and a tested release process. Choose a focused plugin when repeated placement, language, diagnostics and cross-template maintenance cost more than the plugin and its review overhead. Reconsider after major checkout or multilingual changes.
Whichever route is chosen, keep the Commission source, store-specific legal interpretation and technical implementation as separate responsibilities. Neither a bespoke snippet nor a commercial plugin creates a compliance guarantee or EU endorsement.
Estimate the next twelve months, not only installation day. Include WooCommerce and theme releases, a possible checkout migration, language additions, source monitoring, accessibility retests and staff turnover. A small manual snippet may remain the cheaper option, but only when someone is accountable for those recurring tasks.
Use a reversible trial on staging to compare effort. Implement the actual supported product, cart and checkout routes, capture the same evidence, and document the rollback for each option. Do not compare a production-ready plugin workflow with an untested mockup.
